How does Ken Starr keep a job as Chancellor after being fired as President? It was his job to ensure Title IX was implemented and not ignored. It was also his job to ensure Briles and AD did their jobs. Starr must have major political pull in Texas GOP and the people that run Baylor as a private school. Baylor just completely ignored any Title IX guidelines related to football players. While they may not have violated NCAA rules, they most definitively turned a blind eye to the spirit, if not letter, of Federal regulations.

While being proactive in firing responsible parties may placate the NCAA, the DOJ and Education may not be so forgiving. Because of the debacle with Penn State overreach, the NCAA will most likely only be able to issue hollow words of disappointment and outrage at what Baylor failed to do. It is not against NCAA rules to be greedy, insensitive, and downright stupid to overlook sexual assault in the name of winning.

Does Ken Starr, the guy who investigated the Clintons for Whitewater, have political clout in Texas?

Hmmmm.  Let me ponder that one and get back to you.  It's a toughie.
