Just curious why the hit on JG was not targeting

The bammer player buried the crown of his helmet in JG's chest.   How is that not targeting?   

I will guess, since the announcers didn't even raise the issue, that I don't understand the rule.  I will venture a guess that JG was not considered defenseless.  But I thought there was zero tolerance on leading with the crown?  Or is it just above the shoulders?

Looked to me like a perfect tackle/hit......Head up and first contact was with the face mask to the upper chest.

Oh okay, if it was the facemask then I guess it would not be targeting.  Looked like the crown to me in real time, but I didn't go back and check.
