The plan was for him to participate in a multi-stage TDF-style race clean, then go on a yearlong doping regimen, run the race again, and compare the results. He was put in contact with the Russian "doctor", not even knowing who, or how important he was. The Russian doping scandal broke while the doc was being made, the doctor is revealed to be the whistleblower, and from that point on, it becomes a totally different film. The American flies him over here and keeps him in hiding to protect his life. Pretty engrossing stuff.
