If they merged 2 mediocre conferences but nobody noticed did it ever really happen in the first place?

The Pac has traditional powers USC and UDub, plus Oregon has making some noise lately.  They also have teams that have been solid if not spectacular in the past like UCLA and the Arizona schools.  Stanford has been good lately as well.

In what's left of the Big "12", schools like OSU, Texas Tech and Baylor have some appeal to fill in the upper middle of the conference with some schools that are solid.

What's lacking is recent success by the big schools. That's what the Pac-12 needs to address.

Unfortunately for them, they live on the hippie-dippie left coast, where governors and sometimes even school Presidents tend to bash athletics in general and football in particular.  Their fanbase is also probably declining as traditionalists, who tend to be football fans, are fleeing in droves.

In short, they have enough traditional powers and "filler" teams there to compete, but only if you go back 10-15 years.  They have declined, and the senior leadership in their respective states probably isn't likely to do anything about it.
