...as being in "North Texas" and not Dallas?  I mean, I know that stadium isn't in the Dallas city limits, but who cares?  Is this Jerry Jones' doing?

I would speculate that when the NCAA was presented a proposal for the tournament it was done by a group of North Texas business interests rather than an official group such as the Dallas Chamber of Commerce. If that's so, Dallas doesn't get credit for it. And Jerry Jones might be part of that group of North Texas businessmen.

Tha's my guess.
