Corporate sponsors and scalpers buy up all tickets except those sold to teams. If you sell all the tickets, it is a sell out. If the people who have tickets do not show up, there are a lot of empty seats. If the Bowl sells all the tickets and the sponsors cannot give them away or scalpers take a bath, a sell out does not guarantee a packed stadium. Bowls are not for the fans any more. They are about corporate sponsorship.
