If the award is for the 2013 year shouldn't it be given a little later in the year?

On a related Vanderbilt note we had some Vandy students dome to our school for a week and lend a hand. They majored in mostly biology and medicine. But for the life of me I've never met a group of people so educated that didn't have a lick of common sense. It was the same way when their ROTC Cadets (Cadidiots) came to summer camp for the army, not a lick of common sense and absolutely left us just us just scratching our heads every year they were there.
