Ball carriers are allowed to use the crown of the helmet. He's clearly initiating contact with the the crown.

Ball carriers are using their helmet as a weapon. I know that they want to protect their knees but the defense is in a pickle if they risk a penalty by going high but risk injury if they go low.

I've thought for some time that ball carriers shouldn't be allowed to lead with their helmets.

It pisses me off to no end that top defenders are being ejected (and 50-yard punt returns are being called back) because of the targeting penalty, ostensibly because the NCAA wants to protect player safety, and we have how many guys with concussion symptoms after TAMU ballcarriers lowered their head and led with the crown of their helmet? If it's about player safety, stop handicapping the defense and level the playing field.
