Every team plays all other conference teams (in 20-team conferences you play everyone in your division). Top 2 teams in each conference play a championship game (or the 2 division winners in the 20-team scenario). Championship game winners either get the only bid from that conference or get a first round home game against a second place team from another conference. The 8 first round winners then play it off.
It will never happen but at least the title would be determined solely by on-field results. In this scenario there is no "we should have been in" arguments. Win your conference and play for a championship or shut up. Rankings would be irrelevant. Biases would be irrelevant. Committees would be irrelevant.
