If Tennessee was going to come back, they would have to have three touchdowns, two 2-point conversions and an extra point to tie. When you attempt the two is immaterial. It isn't at all uncommon for coaches to go ahead and go for it rather than kick the PAT so they know exactly which scenario they're going to face thereafter.
