My guess is that Fulmer hired him to replace JP, bit he got fired anyway

Y'all for real? Fulmer gave himself and Pruitt raises along with the Steele hire? No way Phil should get another dime.

IMO, Fulmer is like a turd that will NOT flush!!!!!!!!

Now, added to the Steele debacle, we are having to deal with the Tee Martin situation.  UGH!!!!!  So much drama always surrounding this program.
