It seems there is. 

This site claims that between 2014-2000, 23.8% of onside kicks were recovered.  That's almost one in four.  Much higher than I would have thought.

It seems there is.

The rule used to be different,  didn't it?  Coulda swore Bret Smith returned one years ago for a TD against... USCjr maybe?

In 2004. The receiving team can advance the ball; it’s only the kicking team that cannot.

Thank you for referencing Bret Smith. That play came to mind, and I was unsure of the rule.
